The Rapid Results Initiative used in implementing the National Strategy to Fight Corruption was evaluated in Yaoundé on August 5.
The Rapid Results Initiative measures launched on April 8, 2011 as the practical phase of implementing the National Strategy to Fight Corruption in Cameroon will be extended to all ministries and sectors of national life. The first 100 days of the initiative that concerned Public Health, Public Works and Contracts, Civil Society and finally Mines and Extractive Industries were, evaluated in a meeting at the National Anti-corruption Commission (NACC) head office in Yaounde, Friday, August 5, 2011. The Chairman of NACC, Dieudonné Massi Gams chaired the meeting attended among others by the Minister of Public Health, André Mama Fouda and the General Manager of the Public Contracts Regulatory Board, Jean- Jacques Ndoudoumou.
The heads of the different structures presented measures put in place to fight corruption in their respective units and results obtained since April 8, 2011. The Head of the Anti-corruption Unit in the Ministry of Public Health, Dr Loudang Marlise presented the report for the ministry. The final communiqué at the end of meeting states, “In the five pilot hospitals of Yaounde (University Teaching Hospital, Central Hospital, Jamot Hospital, Biyem-Assi District Hospital and Cité-Verte District Hospital), for example, the putting in place of measures to sensitise and educate the public, the institution of zero tolerance with regards to acts of corruption and handing of incentives to hardworking staff, has enabled the health facilities to significantly reduce acts of corruption, improve on patient care and increase revenue”.
The General Manager of the Public Contracts Regulatory Board, Jean-Jacques Ndoudoumou presented a report based on different evaluation aspects such as prevention, education, condition, incitation and sanctions. He said the institution has designed integrity pact forms, stating that 252 people had already signed the pacts. The Public Contracts Regulatory Board, he said, has also designed and sent information boxes for denouncing corruption to five different ministries and disclosed that people have already started to denounce acts of corruption. He also talked of rewards to best contractors and other stakeholders in the public contracts chain and sanctions. Five contractors have been suspended and proposals also sent to the Prime Minister’s Office on sanctions for other corrupt ones.
Speaking during the occasion, Dieudonné Massi Gams, called on ministries to make maximum use of positive results obtained. He said there was need for urgent reflection on extending the Rapid Results Initiative to other ministries and sectors of national life.
In the final communiqué at the end of the meeting, the over 100 participants recommended reinforced inter-ministerial collaboration, creation of greater synergy between public administrative structures and institutions in charge of fighting corruption, publication of both positive and negative results with regards to fighting corruption in a bid to mobilise the pubic, extension of the Rapid Results Initiative to other government ministries and sectors and reinforcement of the protection of people involved in the fight against corruption.
